Not possible. Languages play an important role in acquiring knowledge. In fact,knowing more than one language make it easier. Language provides only the data. Then when we work out this data by using our intellect, then practicing it, thereafter we are able to convert it to knowledge and store it for our future purposes. So it doesn't mean that you know languages, but don't have enough practical experience with that, and you got knowledge. So it's better to weigh it separately. This is only my observation....and one is always free to take his/her own views.

You need a language to express what you know.Everything can be explained in language.Your mastery is important.
